It's kinda hard to choose the worst ones for this set, because it's such a good set. But if I had to choose...
Human Rabble - Just a boring mini with a boring paintjob. Functional? Sure. But really boring.

Chillfire Destroyer - Would've been pretty good without the red lipstick, but with it? Makes it look ridiculous. Also, as a Rare?

Bolraza, Priestess of Bane - I don't have this mini, but after Googling and trying to find more angles to look at this mini from(with little success), is the head not placed correctly on this mini? Her metallic top looks ridiculous. And what's with that crazy shield shape? I really like the pose and the cape, but it's overshadowed by the previous points for me.

Disclamer: I prefer black bases, and as such have painted many clear bases black. Pictures of my collection will reflect this, varying from the original way the mini was produced.

I can see Bolraza not being someone's preference for style. But I can't fault it too much as it's well done.
Good sculpt details. Good paint application, if a bit flat on the cape.
The shield shape and size I imagine is so it can be wielded as a weapon.
I'd use this if I got my hands on it

I know this is something most people won't notice or even care about. I just do because I've spent many years of my life studying and practising human anatomy in art. Proper head placement on the neck is actually a very common error among aspiring artists.
Yeah, absolutely. Two of my three arguments against this mini are just based on personal preference.

Im looking your correction pic, and I cant see the difference with the head. It all looks ok to my Human Rabble eyes

Seriously though, I don't expect others to be as nitpicky about stuff like that as I am. I'm just not able to ignore it, because I spent literal years teaching myself to notice that stuff.

If I was playing an "Adventure Time" rpg , I would probably like this mini, but other wise, not a fan.

Elder Green Dragon - the head looks snakelike and dumb.
Minotaur Thug- looks a bit lazy done.

AS for my own votes - there's nothing hugely bad in the set actually - it's all pretty mid though, as there's not really a lot that's especially exquisite either.
I only used two votes - Brown Dragon - just such a boring initial design, and the sculpt doesn't add any sort of extra feeling.; Salamander Firetail - nothing particularly special about this one, and it's just worse than basically every other Salamander in other sets.

Why all the hatred for Bolraza? I mean, I was pretty glad they finally started making female humanoid minis, and she was the first female Hobgoblin mini. As for the sexy armor... well, that is a classic fantasy trend.
This set also gave us our first female Duergar, and I was quite annoyed that she had red hair... I like to think she just dyed it to stand out.
The Human Rabble is lackluster, but like, there have been so many generic bandits and thugs in older sets that look just like it. It's not outstandingly bad. Plus, I love the fact that a set called Legendary Evils has this guy next to Ultimate Tyrants and Dragons. I like to think he is like Killer Croc at the Batman TAS villain card game who when everyone tells their grand master plan on how they almost killed Batman, just goes "I hit him with a rock!... It was a big rock." Others are masterminds and threats to the cosmos, Bob the thug just bonks people on the head with a club.
Legendary Evils was a great set but sadly marred by including a lot of 3E-4E only inventions I had no need of, particularly the weird elemental Archons, the super boring Foulspawns (who just looked like clones of the Marvel Green Goblin with different powers and outfits) and the elemental-powered bigger Giants. Oh and the Chuul... I think I got that one but manage to trade it. But I won't put these on the list just because I dislike the concept.
My choices are instead:
-Djinn Stormsword - this guy does not look like a Djinn, face-wise and color-wise, like, every respectable Djinn should have a beard and mustache! The pale skin more so makes him look like some giant Vampire half-turned into gaseous form.
-Frost Titan: just a terrible design, overall, like Santa Claus made out of ice cubes.
-Goblin Cutter - I dislike both the face design and the green skin.

Btw what is the lore behind these things? Like, aren't ice and fire diametrically opposed? How does one combine them in an Elemental?
I think the mini is OK as a big Ice Elemental if you disregard the weird pink paint...
And gotta agree with the above pose, the Brown Dragon looks boring, but that is more of the 4E art design's fault. They just made them look like a cross between Gold and Brass Dragons.

For me this guy was instantly a loser due to the 4E Pinocchio nose. For the longest time, I planned to cut off the head and sculpt a 2-3E looking one, but I suck at sculpting.
